The Failure of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are delivered from different nations. Considerable effort is allocated on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from enemy soil, a capability provided through current data. From vantage locations, defense planes that had been deployed to intercept incoming cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly becomes grim resignation: possibly the incoming missile won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: several casualties, damage and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to replace in the near term.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, certainly, endure.

Strategic Calculations

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration functions according to a premise well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is impossible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does minimal to discourage Russia, through diplomacy or military means, from believing that the current condition will not evolve additionally in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a entire defensive failure until conditions improve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a armistice. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not switch to homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.

These opposing factors are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all served their function.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
